Whats with the electricity bills

I am hearing complaints about electricity bills from around the region,it appears that the bills are now being charged monthly but the meters read every two months this has resulted in the estimated month being low and the "read" month being a high bill, on top of this an excess surcharge will be charged for higher usage, also electricity prices have also risen in general.
We have not recieved a bill since Mid December so wait with bated breath for it to arrive.
